<p>‘소액결제 현금화 사업은 불법이다. 정보통신망법은 ‘통신과금서비스이용자로 하여금 통신과금서비스에 의하여 재화등을 구매·사용되도록 한 후 이용자가 구매·이용한 재화등을 할인하여 매입하는 행위에 ‘8년 이하의 징역 또는 3천만원 이하의 벌금에 처하도록 규정하고 있다.</p>

<p>한00씨가 당한 범죄는 스미싱이다.이 문제는 URL을 메시지로 보내 클릭하게 한 직후 악성코드를 심는 방식이다.기관이나 지인을 사칭한 문자 메시지와 같이 웹페이지 주소를 보낸다는 점이 특징이다.그럴 때 개인 금융지식이 빠져나가거나 소액결제 피해를 입을 우려가 크다.</p>

<p>이은희 인하대 소비자학과 교수는 “구글 같은 글로벌 온,오프라인 사업자도 수입에만 신경쓰지, 문제가 발생했을 때 무난한 대처를 하지 않는 때가 대부분이다”면서 “구글 소액결제 케이스가 많아지고 있다면 구글이 최고로 제일 먼저 할 일은 이런 일이 또 발생하지 않게 조치를 취하는 것”이라고 전했다.</p>

<p>A씨는 작년 4월 11일 통영 한 거리에서 70대 피해자가 작업대출을 위해 전00씨의 동생에게 소액결제를 하게 하는 등 약 840만 원에 이르는 빚을 생성시키자 박00씨와 같이 돈을 받기 위해 주먹 등으로 수차례 폭행한 혐의 등으로 기소됐다.</p>

<p>생활비를 벌어야하는 건 고스란히 진 씨의 몫이었다. 허나 돈은 좀처럼 모이질 않았다. 진 씨는 편의점 아르바이트를 다니며 20기간 연속으로 일을 했지만 벌어온 비용은 남편의 캐릭터를 키우는 데 속속 들어갔다. 남편은 매달 20만원 가까운 모바일 소액결제를 일삼았다.</p>
